Why did NSG take 9 hrs to get there?

NEW DELHI : The terrorists strike Mumbai at 9.30pm. Chief Minister Vilasrao Deshmukh is in Kerala. He is briefed about the attack on the city’s prime locations. By the time Deshmukh grasps the enormity of the situation, 90 minutes have gone by.

He rings Union home minister Shivraj Patil at 11pm and asks for NSG commandos. “How many men?” Patil asks. “200,” says the CM. Patil calls NSG chief J K Dutt and tells him to send 200 battle-ready commandos to Mumbai. Most of the NSG men have to be roused from sleep. They don their uniforms, strap on safety gear, collect ammo and firearms.

It is discovered that the only plane that can take 200 men, the IL 76, is not in Delhi but Chandigarh. Precious minutes are ticking by. The IL 76 pilot is woken, the plane refueled. It reaches Delhi at 2am. By the time the commandos get in and the plane takes off, four-and-a-half hours have elapsed. Experts say that unless a response is mounted within 30 minutes of an attack, the enemy can assume key defensive positions.

It takes the aircraft almost three hours to land at Mumbai airport. Unlike the Boeing and Airbus, IL 76 is a slow plane. By the time the NSG commandos board the waiting buses it is 5.25am. The buses take another 40 minutes to reach the designated place in south Mumbai where the commandos are briefed, divided into different groups and sent out on their mission.

By the time they start their operation, it is 7am — in other words, nine-and-a-half hours after the terror strike. Many lives might have been saved had this delay not happened. The obvious question is why is the NSG stationed only in Delhi . When Indian cities are vulnerable to terror attacks, why is there no commando force like the NSG, or its units, in every city?

These are not the correct questions you need to ask... If in every city the commando force is placed then why do we need policemen?

The main thing is even policemen need to be trained as hard as the commandos to handle such type of crises.

This can be done only when the politicians really think about country + people and people behalf of thinking for their own selfishness ... think about the country...

That means not only few are responsible for this ... each and everyone is responsible for such terror activities.... But few of them have more responsibility to look after as they are placed in such positions for looking into similar kind of activities.

First thing article was regarding the issue of delay of NSG deportation to the terror site.
If you go through history, from Hannibal to Alexander, from Chandragupta to Changeiz Khan—

They all said one thing in common:

“As soon as you are attacked, plan a defense in the shortest possible time. If you loose the precise timing enemy will assume oblivious positions and tactics, and your attempts are likely to be prolonged or failed.”

Second thing when we all have telephone lines in our home, mobile has become a necessity of life, a specialized equipment required for day to day activity from business to routine life.

Similarly if you have police in the city to tackle local goons, and criminals; for the special need of act against terror you need Special Forces like NSG. Australia, Britain and USA already have these kinds of forces in the major cities.

Third thing; thinking about country is everyone doing, every panwala and tea venders are talking about security issues. Government should resign or some special majors to be taken, each individual has his own opinion, just like what he feels. But what action to be taken will be decided by the government, and if the government fails to punish the culprits?
For all those who read this, I am not a Hindu, I m not a Muslim, I m not Marathi, and I m not from UP or Bihar; I don’t belong to any idiotic frenzy or I don’t support any extremist for any reason whatsoever. I am just a bloody common man, I want to live in peaceful India. And I will do all in my power to make it happen.

it reminds me of america’s delay in aide to Katrina victims, and 911 victims.

it seems like all over the world, governments are having trouble being efficient, and effective. I question whether it is purposely slow, to allow damage and terror to set in.

Its not the question of Govt being ineffecient or inadequte.
The problem here arises out of the fact of prioritizing.
In the face of an alarming situation all over the world we have to be always on get set go position—not that ok we’ll see when it happens!!!We have to be on our mark always.
Every year a sizable portion of budget is allocated for defense—for what???
when they say that we do not have enough man-power to watch the 3000kms stretch of western coast of India,it pricks,when one of our policeman dies just becoz he did not have a bullet-proof jacket or helmet,it pricks,when our policeman at CST says that he did not have a weapon or that we had old weapon which does not even cock properly–it pricks,when our jawans up there are fighting severe cold at Laddakh and Siachen for the lack of proper outfit–it pricks and pricks to no end.
Our prime force NSG—a sizable portion of that has become a status symbol for those nincompoop politicians—good for nothing creatures—it pricks!!!
A person who cannot take care of himself–what can he do for the country.
Its high-time we shd ponder over these questions and think twice or rather hundred times before we hand over the reins of our lives in the hands of these self-centered creatures.

But how long we can keep on saying this Dr. Ratan?
We are always poor whenever we have to rise to the occasion.We have ample number of civil police ,RAF,CRPF etc. etc. to take of the situation but whther natural crisis or man-made crisis we always have to resort to army help? why?
We pay heavily by loosing our general common men and are ill-equipped policemen.
What are we going to get in shielding Raj Thakrey and Amar Singh type of ppl by providing them a barrage of security men who not only bring veggies for them but also drop their kids to schooland what not?
Kalyani is right when she has raised a finger to this.

why did it take the media so much less time to get their gear together and show up and take pictures?

its a sickening trend.

It is not enough to have NSG outfits in important metros/cities. They forces must be trained in urban warfare, which is far far different to the warfare they are used in the borders, where there are vast open space, hilly terrains etc. But, they are not restricted by the congestion of populace and needn’t be concerned about civilian casualties. It was also reported that the police and defence forces were far less equipped in terms of weapons and safety equipment than the terrorists. This is a common and continuous problem cited even at the police level when they encounter the naxalites within the country. Though this inadequacy has been highlighted time and again, there has been no action taken for the safety and equipment of the defence/police personnel. It speaks a lot of their bravery and selfless courage that in spite of these disadvantages, they are always in the forefront and have never shirked duty.
It has also been noticed that all politicians, whether in power or not, demand an entourage of security personnel for personal safety. It is another thing that these security personnel are also made to perform domestic chores/errands, and the transport vehicles provided to them are used not exactly ”on duty”. This of course leads to shortage of manpower and resources in time of crisis.
Who is to blame? The politicians/officials or the people who tolerate them.
I hope that at least now, the authorities wake up and learn to prioritise and begin with location-specific training. The armed forces are required at the borders. It is also very hard to expect them to move from the borders into the urban milieu and start delivering without any time for aclimatising/knowledge of the area. This was very evident in the Taj operations - the NSG commandos were lost inside the huge building with its maze like interiors, while the terrorists had an advantage.
I can just hope and pray that at least now there will be a change in attitude and perspective.

True. Poor Management may be due to number of reasons as you have pointed out few.
